Main Purpose of Job:
To ensure that robust and appropriate financial information and analysis is provided to budget holders and teams throughout the organisation. To lead in the provision of business focussed financial support to members, departments, teams and budget holders. To lead in the preparation, development, implementation and maintenance of all the organisation's Financial Policies and Procedures.
Principal Duties and Responsibilities:
Monthly management accounts: to ensure that appropriate financial information and analysis is provided to budget holders and teams throughout the organisation. Responsibility for the management of the month end process, including:
- Preparation of the monthly management accounts - consolidated Income & Expenditure account detailed model, Balance Sheet and Cash Flow Statement
- Maintenance and compliance with month end checklist
- Management of Monitoring Reports to Budget Holders, including any improvements in formats
- Directorate Reports.
Budgeting: to lead on the preparation of detailed annual budgets and 5 year Financial plan numbers, to include:
- Preparation of detailed budgets by cost centre
- Phasing of budgets
- Review of detailed budgets prepared by the Accounting team
- Management of the budget within the accounting system.
Forecasting: provide support, as required, to the Head of Financial Reporting in preparing regular forecasts, including liaising with budget holders and providing insight as to expected outcomes at a cost centre level.
Accounting:to lead in all areas of management accounting, including:
- Stock management and valuation, including job costing
- Fixed assets, including the capitalisation of internal labour costs
- Central Service Recharge.
Balance Sheet Reconciliations: to ensure that all balance sheet, control accounts and suspense accounts are reconciled monthly, including the review and sign off of all reconciliations.
Cash Flow: to lead on cash flow reporting within the organisation, including detailed analysis of actual cash flows and forward forecasts.
Investments: to lead on the management, administration, reporting and accounting of investments.
Management of Organisational Contingency:to manage the organisational contingency balance, to include:
- Financial input into business cases
- Review and analysis of business cases
- Tracking of contingency balance, including maintenance and reconciliation of nominal ledger balance and virement journals
- Liaising with HR on all staff related approved spend
- Preparation of monthly analysis of contingency balance.
Payroll and Pensions: to manage the Payroll and Pension team, including the sign off of monthly and fortnightly payroll and reconciliations
Staff Structures / Establishment:Manage the establishment costs for budgeting, forecasting and monthly reporting purposes. Continuously improve the process to ensure that the data is kept up to date.
Financial Support Service: to lead in the provision of a highly supportive and effective business focussed support service to members, departments, teams and budget holders. To provide authoritative advice for a wide range of decision-makers, including staff from different departments and all levels.

Funding:lead on all funding arrangements, includingProposals, costings, claims, compliance with grant/funding requirements.
Financial Policies and Procedures: to lead in the preparation, development, implementation and maintenance of all Financial Policies and Procedures, including the Financial Regulations. To lead in ensuring that there is compliance with Financial Policies and Procedures, including the Financial Regulations, and to provide training where appropriate.
Statutory Accounts: to support the Head of Financial Reporting as required in the year end process, including providing information and analysis as appropriate.
External Auditors:to support the Head of Financial Reporting in ensuring that the External Auditors have all necessary information and analysis.
Internal audit: to support the co-ordination and resolution of financial internal audit matters as appropriate.
Trustee Information: support the Director of Finance in the preparation of financial information and papers for Trustee and Sub-Committee meetings as required.
Line management responsibilities: management and development of direct team members, including 1:1 meetings, performance management review meetings, team meetings, training and performance management and to ensure effective working relationships with other Finance team members and the wider organisation.
Systems: input into the development of Finance systems, including:
- Continuous improvement of processes
- Input into the development and implementation of new systems/system improvements.
